ORDER
On September 27, 1993, the Court heard Richard Ball's petition for temporary injunctive relief by way of offers of proof. The relevant facts are as follows.
Plaintiff is currently employed as the Director of Human Resources for Hillsborough County. However, on October 1, 1993, budget reductions implemented by the County Convention for his department will go into effect, effectively eliminating a position from the department.
